Turkey and Russia on the Rise

Russian President Dmitri Medvedev reportedly will travel to Turkey in the near future to follow up a recent four-day visit by his Turkish counterpart, Abdullah Gul, to Moscow. The Turks and the Russians certainly have much to discuss.

Russia is moving aggressively to extend its influence throughout the former Soviet empire, while Turkey is rousing itself from 90 years of post-Ottoman isolation. Both are clearly ascendant powers, and it would seem logical that the more the two bump up against one other, the more likely they will gird for yet another round in their centuries-old conflict. But while that may be true down the line, the two Eurasian powers have sufficient strategic incentives to work together for now.

Russia’s World

Russia is among the world’s most strategically vulnerable states. Its core, the Moscow region, boasts no geographic barriers to invasion. Russia must thus expand its borders to create the largest possible buffer for its core, which requires forcibly incorporating legions of minorities who do not see themselves as Russian. The Russian government estimates that about 80 percent of Russia’s approximately 140 million people are actually ethnically Russian, but this number is somewhat suspect, as many minorities define themselves based on their use of the Russian language, just as many Hispanics in the United States define themselves by their use of English as their primary language. Thus, ironically, attaining security by creating a strategic buffer creates a new chronic security problem in the form of new populations hostile t o Moscow’s rule. The need to deal with the latter problem explains the development of Russia’s elite intelligence services, which are primarily designed for and tasked with monitoring the country’s multiethnic population.

Russia’s primary challenge, however, is time. In the aftermath of the Soviet collapse, the bottom fell out of the Russian birthrate, with fewer than half the number of babies born in the 1990s than were born in the 1980s. These post-Cold War children are now coming of age; in a few years, their small numbers are going to have a catastrophic impact on the size of the Russian population. By contrast, most non-Russian minorities — in particular those such as Chechens and Dagestanis, who are of Muslim faith — did not suffer from the 1990s birthrate plunge, so their numbers are rapidly increasing even as the number of ethnic Russians is rapidly decreasing. Add in deep-rooted, demographic-impacting problems such as HIV, tuberculosis and heroin abuse — concentrated not just among ethnic Russians but a lso among those of childbearing age — and Russia faces a hard-wired demographic time bomb. Put simply, Russia is an ascending power in the short run, but it is a declining power in the long run.

The Russian leadership is well aware of this coming crisis, and knows it is going to need every scrap of strength it can muster just to continue the struggle to keep Russia in one piece. To this end, Moscow must do everything it can now to secure buffers against external intrusion in the not-so-distant future. For the most part, this means rolling back Western influence wherever and whenever possible, and impressing upon states that would prefer integration into the West that their fates lie with Russia instead. Moscow’s natural gas crisis with Ukraine, August 2008 war with Georgia, efforts to eject American forces from Central Asia and constant pressure on the Baltic states all represent efforts to buy Russia more space — and with that space, more time for survival.

Expanding its buffer against such a diverse and potentially hostile collection of states is no small order, but Russia does have one major advantage: The security guarantor for nearly all of these countries is the United States, and the United States is currently very busy elsewhere. So long as U.S. ground forces are occupied with the Iraqi and Afghan wars, the Americans will not be riding to the rescue of the states on Russia’s periphery. Given this window of opportunity, the Russians have a fair chance to regain the relative security they seek. In light of the impending demographic catastrophe and the present window of opportunity, the Russians are in quite a hurry to act.

Turkey’s World

Turkey is in many ways the polar opposite of Russia. After the dissolution of the Ottoman Empire following World War I, Turkey was pared down to its core, Asia Minor. Within this refuge, Turkey is nearly unassailable. It is surrounded by water on three sides, commands the only maritime connection between the Black and Mediterranean seas and sits astride a plateau surrounded by mountains. This is a very difficult chunk of territory to conquer. Indeed, beginning in the Seljuk Age in the 11th century, the ancestors of the modern Turks took the better part of three centuries to seize this territory from its previous occupant, the Byzantine Empire.

The Turks have used much of the time since then to consolidate their position such that, as an ethnicity, they reign supreme in their realm. The Persians and Arabs have long since lost their footholds in Anatolia, while the Armenians were finally expelled in the dying days of World War I. Only the Kurds remain, and they do not pose a demographic challenge to the Turks. While Turkey exhibits many of the same demographic tendencies as other advanced developing states — namely, slowing birthrates and a steadily aging population — there is no major discrepancy between Turk and Kurdish birthrates, so the Turks should continue to comprise more than 80 percent of the country’s population for some time to come. Thus, while the Kurds will continue to be a source of nationalistic friction, they do not constitute a fundamental challenge to the power or operations of the Turkish state, like minorities in Russia are destined to do in the years ahead.

Turkey’s security is not limited to its core lands. Once one moves beyond the borders of modern Turkey, the existential threats the state faced in years past have largely melted away. During the Cold War, Turkey was locked into the NATO structure to protect itself from Soviet power. But now the Soviet Union is gone, and the Balkans and Caucasus — both former Ottoman provinces — are again available for manipulation. The Arabs have not posed a threat to Anatolia in nearly a millennium, and any contest between Turkey and Iran is clearly a battle of unequals in which the Turks hold most of the cards. If anything, the Arabs — who view Iran as a hostile power with not only a heretical religion but also with a revolutionary foreign policy calling for the overthrow of most of the Arab regimes — are practically welcoming the Turks back. Despite both its imperial past and its close security association with the Americans, the Arabs see Turkey as a trusted mediator, and even an exemplar.

With the disappearance of the threats of yesteryear, many of the things that once held Turkey’s undivided attention have become less important to Ankara. With the Soviet threat gone, NATO is no longer critical. With new markets opening up in the former Soviet Union, Turkey’s obsession with seeking EU membership has faded to a mere passing interest. Turkey has become a free agent, bound by very few relationships or restrictions, but dabbling in events throughout its entire periphery. Unlike Russia, which feels it needs an empire to survive, Turkey is flirting with the idea of an empire simply because it can — and the costs of exploring the option are negl igible.

Whereas Russia is a state facing a clear series of threats in a very short time frame, Turkey is a state facing a veritable smorgasbord of strategic options under no time pressure whatsoever. Within that disconnect lies the road forward for the two states — and it is a road with surprisingly few clashes ahead in the near term.

The Field of Competition

There are four zones of overlapping interest for the Turks and Russians.

First, the end of the Soviet empire opened up a wealth of economic opportunities, but very few states have proven adept at penetrating the consumer markets of Ukraine and Russia. Somewhat surprisingly, Turkey is one of those few states. Thanks to the legacy of Soviet central planning, Russian and Ukrainian industry have found it difficult to retool away from heavy industry to produce the consumer goods much in demand in their markets. Because most Ukrainians and Russians cannot afford Western goods, Turkey has carved out a robust and lasting niche with its lower-cost exports; it is now the largest supplier of imports to the Russian market. While this is no exercise in hard power, this Turkish penetration nevertheless is cause for much concern among Russian authorities.

So far, Turkey has been scrupulous about not politicizing these useful trade links beyond some intelligence-gathering efforts (particularly in Ukraine). Considering Russia’s current financial problems, having a stable source of consumer goods — especially one that is not China — is actually seen as a positive. At least for now, the Russian government would rather see its trade relationship with Turkey stay strong. There will certainly be a clash later — either as Russia weakens or as Turkey becomes more ambitious — but for now, the Russians are content with the trade relationship.

Second, the Russian retreat in the post-Cold War era has opened up the Balkans to Turkish influence. Romania, Bulgaria and the lands of the former Yugoslavia are all former Ottoman possessions, and in their day they formed the most advanced portion of the Ottoman economy. During the Cold War, they were all part of the Communist world, with Romania and Bulgaria formally incorporated into the Soviet bloc. While most of these lands are now absorbed into the European Union, Russia’s ties to its fellow Slavs — most notably the Serbs and Bulgarians — have allowed it a degree of influence that most Europeans choose to ignore. Additionally, Russia has long held a friendly relationship with Greece and Cyprus, both to complicate American policy in Europe and to provide a flank against Turkey. Still, thanks to proximity and trading links, Turkey clearly holds the upper hand in this theater of competition.

But this particular region is unlikely to generate much Turkish-Russian animosity, simply because both countries are in the process of giving up.

Most of the Balkan states are already members of an organization that is unlikely to ever admit Russia or Turkey: the European Union. Russia simply cannot meet the membership criteria, and Cyprus’ membership in essence strikes the possibility of Turkish inclusion. (Any EU member can veto the admission of would-be members.) The EU-led splitting of Kosovo from Serbia over Russian objections was a body blow to Russian power in the region, and the subsequent EU running of Kosovo as a protectorate greatly limited Turkish influence as well. Continuing EU expansion means that Turkish influence in the Balkans will shrivel just as Russian influence already has. Trouble this way lies, but not between Turkey and Russia. If anything, their joint exclusion might provide some room for the two to agree on something.

The third area for Russian-Turkish competition is in energy, and this is where things get particularly sticky. Russia is Turkey’s No. 1 trading partner, with energy accounting for the bulk of the trade volume between the two countries. Turkey depends on Russia for 65 percent of its natural gas and 40 percent of its oil imports. Though Turkey has steadily grown its trade relationship with Russia, it does not exactly approve of Moscow’s penchant for using its energy relations with Europe as a political weapon. Russia has never gone so far as to cut supplies to Turkey directly, but Turkey has been indirectly affected more than once when Russia decided to cut supplies to Ukraine because Moscow felt the need to reassert its writ in Kiev.

Sharing the Turks’ energy anxiety, the Europeans have been more than eager to use Turkey as an energy transit hub for routes that would bypass the Russians altogether in supplying the European market. The Baku-Tbilisi-Ceyhan (BTC) pipeline is one such route, and others, like Nabucco, are still stuck in the planning stages. The Russians have every reason to pressure the Turks into staying far away from any more energy diversification schemes that could cost Russia one of its biggest energy clients — and deny Moscow much of the political leverage it currently holds over the Europeans who are dependent on the Russian energy network.

There are only two options for the Turks in diversifying away from the Russians. The first lies to Turkey’s south in Iraq and Iran. Turkey has big plans for Iraq’s oil industry, but it will still take considerable time to upgrade and restore the oil fields and pipelines that have been persistently sabotaged and ransacked by insurgents during the fighting that followed the 2003 U.S. invasion. The Iranians offer another large source of energy for the Turks to tap into, but the political complications attached to dealing with Iran are still too prickly for the Turks to move ahead with concrete energy deals at this time. Complications remain for now, but Turkey wi ll be keeping an eye on its Middle Eastern neighbors for robust energy partnerships in the future.

The second potential source of energy for the Turks lies in Central Asia, a region that Russia must keep in its grip at all costs if it hopes to survive in the long run. In many ways this theater is the reverse of the Balkans, where the Russians hold the ethnic links and the Turks the economic advantage. Here, four of the five Central Asian countries — Kazakhstan, Uzbekistan, Kyrgyzstan and Turkmenistan — are Turkic. But as a consequence of the Soviet years, the infrastructure and economies of all four are so hardwired into the Russian sphere of influence that it would take some major surgery to liberate them. But the prize is a rich one: Central Asia possesses the world& #8217;s largest concentration of untapped energy reserves. And as the term “central” implies, whoever controls the region can project power into the former Soviet Union, China and South Asia. If the Russians and Turks are going to fight over something, this is it.

Here Turkey faces a problem, however — it does not directly abut the region. If the Turks are even going to attempt to shift the Central Asian balance of power, they will need a lever. This brings us to the final — and most dynamic — realm of competition: the Caucasus.

Turkey here faces the best and worst in terms of influence projection. The Azerbaijanis do not consider themselves simply Turkic, like the Central Asians, but actually Turkish. If there is a country in the former Soviet Union that would consider not only allying with but actually joining with another state to escape Russia’s orbit, it would be Azerbaijan with Turkey. Azerbaijan has its own significant energy supplies, but its real value is in serving as a willing springboard for Turkish influence into Central Asia.

However, the core of Azerbaijan does not border Turkey. Instead, it is on the other side of Armenia, a country that thrashed Azerbaijan in a war over the disputed Nagorno-Karabakh enclave and still has lingering animosities toward Ankara because of the 1915 Armenian “genocide.” Armenia has sold itself to the Russians to keep its Turkish foes at bay.

This means Turkish designs on Central Asia all boil down to the former Soviet state of Georgia. If Turkey can bring Georgia fully under its wing, Turkey can then set about to integrate with Azerbaijan and project influence into Central Asia. But without Georgia, Turkey is hamstrung before it can even begin to reach for the real prize in Central Asia.

In this, the Turks do not see the Georgians as much help. The Georgians do not have much in the way of a functional economy or military, and they have consistently overplayed their hand with the Russians in the hopes that the West would come to their aid. Such miscalculations contributed to the August 2008 Georgian-Russian war, in which Russia smashed what military capacity the Georgians did possess. So while Ankara sees the Georgians as reliably anti-Russian, it does not see them as reliably competent or capable.

This means that Turkish-Russian competition may have been short-circuited before it even began. Meanwhile, the Americans and Russians are beginning to outline the rudiments of a deal. Various items on the table include Russia allowing the Americans to ship military supplies to Afghanistan via Russia’s sphere of influence, changes to the U.S. ballistic missile defense (BMD) program, and a halt to NATO expansion. The last prong is a critical piece of Russian-Turkish competition. Should the Americans and Europeans put their weight behind NATO expansion, Georgia would be a logical candidate — meaning most of the heavy lifting in terms of Turkey projecting power eastward would already be done. But if the Americans and Europeans do not put their weight behind NATO expansion, Georgia would fall by the wayside and Turkey would have to do all the work of projecting power eastward — and facing the Russians — alone.

A Temporary Meeting of Minds?

There is clearly no shortage of friction points between the Turks and the Russians. With the two powers on a resurgent path, it was only a matter of time before they started bumping into one another. The most notable clash occurred when the Russians decided to invade Georgia last August, knowing full well that neither the Americans nor the Europeans would have the will or capability to intervene on behalf of the small Caucasian state. NATO’s strongest response was a symbolic show of force that relied on Turkey, as the gatekeeper to the Black Sea, to allow a buildup of NATO vessels near the Georgian coast and threaten the underbelly of Russia’s former Soviet peri phery.

Turkey disapproved of the idea of Russian troops bearing down in the Caucasus near the Turkish border, and Ankara was also angered by having its energy revenues cut off during the war when the BTC pipeline was taken offline.

The Russians promptly responded to Turkey’s NATO maneuvers in the Black Sea by holding up a large amount of Turkish goods at various Russian border checkpoints to put the squeeze on Turkish exports. But the standoff was short-lived; soon enough, the Turks and Russians came to the negotiating table to end the trade spat and sort out their respective spheres of influence. The Russian-Turkish negotiations have progressed over the past several months, with Russian and Turkish leaders now meeting fairly regularly to sort out the issues where both can find some mutual benefit.

The first area of cooperation is Europe, where both Russia and Turkey have an interest in applying political pressure. Despite Europe’s objections and rejections, the Turks are persistent in their ambitions to become a member of the European Union. At the same time, the Russians need to keep Europe linked into the Russian energy network and divided over any plans for BMD, NATO expansion or any other Western plan that threatens Russian national security. As long as Turkey stalls on any European energy diversification projects, the more it can demand Europe’s attention on the issue of EU membership. In fact, the Turks already threatened as much at the start of the year, when they said outright that if Europe doesn’t need Turkey as an EU member, then Turkey doesn’t need to sign off on any more energy diversification projects that transit Turkish territory. Ankara’s threats against Europe dovetailed nicely with Russia’s natural gas cutoff to Ukraine in January, when the Europeans once again were reminded of Moscow’s energy wrath.

The Turks and the Russians also can find common ground in the Middle East. Turkey is again expanding its influence deep into its Middle Eastern backyard, and Ankara expects to take the lead in handling the thorny issues of Iran, Iraq and Syria as the United States draws down its presence in the region and shifts its focus to Afghanistan. What the Turks want right now is stability on their southern flank. That means keeping Russia out of mischief in places like Iran, where Moscow has threatened to sell strategic S-300 air defense systems and to boost the Iranian nuclear program in order to grab Washington’s attention on other issues deemed vital to Moscow’s national security interests. The United States is already leaning on Russia to pressure Iran in return for other strategic concessions, and the Turks are just as interested as the Americans in taming Russia’s actions in the Middle East.

Armenia is another issue where Russia and Turkey may be having a temporary meeting of minds. Russia unofficially occupies Armenia and has been building up a substantial military presence in the small Caucasian state. Turkey can either sit back, continue to isolate Armenia and leave it for the Russians to dominate through and through, or it can move toward normalizing relations with Yerevan and dealing with Russia on more equal footing in the Caucasus. With rumors flying of a deal on the horizon between Yerevan and Ankara (likely with Russia’s blessing), it appears more and more that the Turks and the Russians are making progress in sorting out their respective spheres of influence.

Ultimately, both Russia and Turkey know that this relationship is likely temporary at best. The two Eurasian powers still distrust each other and have divergent long-term goals, even if in the short term there is a small window of opportunity for Turkish and Russian interests to overlap. The law of geopolitics dictates that the two ascendant powers are doomed to clash — just not today.

Russia Says Hezbollah and Hamas are NOT Terrorists

MOSCOW - Russia on Friday published a list of 17 groups it regards as terrorist rganizations, but did not include the Palestinian militant movement Hamas or Lebanon's Hezbollah guerrilla group, both regarded as terrorists in Washington.
Separately, Foreign Minister Sergey Lavrov said Hezbollah must have a say in any agreements in the Middle East crisis, Russian news agencies reported - another sign of differences between Russia and the United States about the region.
"Any agreements must be coordinated with all the basic forces in Lebanon, including Hezbollah, as an organization that is represented in the parliament and government of Lebanon," RIA-Novosti reported quoted Lavrov as saying on a plane returning from an Asian security meeting in Malaysia. Hezbollah has 11 members in Lebanon's 128-seat parliament, and two Cabinet ministers.
The terrorist list, published in the official daily Rossiiskaya Gazeta, included al-Qaida and the Taliban as well as the Pakistan-based Lashkar-e-Tayyaba, a rebel group fighting for Kashmir's independence from India, and Egypt's banned Muslim Brotherhood.
The Russian Federal Security Service's top official in charge of fighting international terrorism, Yuri Sapunov, said Hamas and Hezbollah were not a major threat to Russia and were not regarded as terrorist groups worldwide. But he said Russian security agencies took account of international lists of terrorist groups when exchanging intelligence with foreign counterparts.
Sapunov told Rossiiskaya Gazeta the list of 17 "includes only those organizations which represent the greatest threat to the security of our country." Groups linked to separatist militants in Chechnya and Islamic radicals in Central Asia made the list.
Russia has come under criticism for its refusal to list Hamas and Hezbollah as terrorist organizations.
Israel is now fighting a ground and air war in Lebanon against Hezbollah guerrillas, who are firing rockets into northern Israel. Israeli forces have also attacked the Gaza Strip to target Hamas militants. Russia has criticized the scale of the Israeli offensive, while the United States has blamed Hezbollah for the violence.
President Vladimir Putin earlier this year provoked U.S. and Israeli anger by inviting leaders of Hamas to Moscow shortly after their January election victory. The meeting made no progress in softening the group's refusal to recognize Israel's right to exist or foreswear
violence.
Lavrov's reported comment about Hezbollah echoed the arguments Russian officials made for inviting Hamas leaders, when they said that they were dealing with Hamas as an entity that had just come to power in elections.
Lavrov said that Russia's support for a Hezbollah role in decision-making in the Mideast crisis was shared by European countries and U.N. Secretary General Kofi Annan, adding: "As for support from the Americans for this position, I have no such information," RIA-Novosti reported.
The European Union considers Hamas a terrorist organization and along with the United States slapped financial sanctions on the new Hamas-led government. But it does not list Hezbollah as a terrorist group.

2008 and the Return of the Nation-State

In 1989, the global system pivoted when the Soviet Union retreated from Eastern Europe and began the process of disintegration that culminated in its collapse. In 2001, the system pivoted again when al Qaeda attacked targets in the United States on Sept. 11, triggering a conflict that defined the international system until the summer of 2008. The pivot of 2008 turned on two dates, Aug. 7 and Oct. 11.
On Aug. 7, Georgian troops attacked the country’s breakaway region of South Ossetia. On Aug. 8, Russian troops responded by invading Georgia. The Western response was primarily rhetorical. On the weekend of Oct. 11, the G-7 met in Washington to plan a joint response to the global financial crisis. Rather than defining a joint plan, the decision — by default — was that each nation would act to save its own financial system with a series of broadly agreed upon guidelines.
The Aug. 7 and Oct. 11 events are connected only in their consequences. Each showed the weakness of international institutions and confirmed the primacy of the nation-state, or more precisely, the nation and the state. (A nation is a collection of people who share an ethnicity. A state is the entity that rules a piece of land. A nation-state — the foundation of the modern international order — is what is formed when the nation and state overlap.) Together, the two events posed challenges that overwhelmed the global significance of the Iraqi and Afghan wars.
The Conflict in Georgia
In and of itself, Russia’s attack on Georgia was not globally significant. Georgia is a small country in the Caucasus, and its fate ultimately does not affect the world. But Georgia was aligned with the United States and with Europe, and it had been seen by some as a candidate for membership in NATO. Thus, what was important about the Russian attack was that it occurred at all, and that the West did not respond to it beyond rhetoric.
Part of the problem was that the countries that could have intervened on Georgia’s behalf lacked the ability to do so. The Americans were bogged down in the Islamic world, and the Europeans had let their military forces atrophy. But even if military force had been available, it is clear that NATO, as the military expression of the Western alliance, was incapable of any unified action. There was no unified understanding of NATO’s obligation and, more importantly, no collective understanding of what a unified strategy might be.
The tension was not only between the United States and Europe, but also among the European countries. This was particularly pronounced in the different view of the situation Germany took compared to that of the United States and many other countries. Very soon after the Russo-Georgian war had ended, the Germans made clear that they opposed the expansion of NATO to Georgia and Ukraine. A major reason for this is Germany’s heavy dependence on Russian natural gas, which means Berlin cannot afford to alienate Moscow. But there was a deeper reason: Germany had been in the front line of the first Cold War and had no desire to participate in a second.
The range of European responses to Russia was fascinating. The British were livid. The French were livid but wanted to mediate. The Germans were cautious, and Chancellor Angela Merkel traveled to St. Petersburg to hold a joint press conference with Russian President Dmitri Medvedev, aligning Germany with Russia — for all practical purposes — on the Georgian and Ukrainian issues.
The single most important effect of Russia’s attack on Georgia was that it showed clearly how deeply divided — and for that matter, how weak — NATO is in general and the Europeans are in particular. Had they been united, they would not have been able to do much. But they avoided that challenge by being utterly fragmented. NATO can only work when there is a consensus, and the war revealed how far from consensus NATO was. It can’t be said that NATO collapsed after Georgia. It is still there, and NATO officials hold meetings and press conferences. But the alliance is devoid of both common purpose and resources, except in very specific and limited areas. Some Europeans are working through NATO in Afghanistan, for example, but not most, and not in a decisive fashion.
The Russo-Georgian war raised profound questions about the future of the multinational military alliance. Each member consulted its own national interest and conducted its own foreign policy. At this point, splits between the Europeans and Americans are taken for granted, but the splits among the Europeans are profound. If it was no longer possible to say that NATO functioned, it was also unclear after Aug. 8 in what sense the Europeans existed, except as individual nation-states.

The Global Financial Crisis
What was demonstrated in politico-military terms in Georgia was then demonstrated in economic terms in the financial crisis. All of the multinational systems created after World War II failed during the crisis — or more precisely, the crisis went well beyond their briefs and resources. None of the systems could cope, and many broke down. On Oct. 11, it became clear that the G-7 could cooperate, but not through unified action. On Oct. 12, when the Europeans held their eurozone summit, it became clear that they would only act as individual nations.

As with the aftermath of the Georgian war, the most significant developments after Oct. 11 happened in Europe. The European Union is first and foremost an arrangement for managing Europe’s economy. Its bureaucracy in Brussels has increased its authority and effectiveness throughout the last decade. The problem with the European Union is that it was an institution designed to manage prosperity. When it confronted serious adversity, however, it froze, devolving power to the component states.

Consider the European Central Bank (ECB), an institution created for managing the euro. Its primary charge — and only real authority — is to work to limit inflation. But limiting inflation is a problem that needs to be addressed when economies are otherwise functioning well. The financial crisis is a case where the European system is malfunctioning. The ECB was not created to deal with that. It has managed, with the agreement of member governments, to expand its function beyond inflation control, but it ultimately lacks the staff or the mindset to do all the things that other central banks were doing. To be more precise, it is a central bank without a single finance ministry to work with. Unlike other central banks, whose authority coincides with the nations they serve, the ECB serves multiple nations with multiple interests and finance ministries. By its nature, its power is limited.

In the end, power did not reside with Europe, but rather with its individual countries. It wasn’t Brussels that was implementing decisions made in Strasbourg; the centers of power were in Paris, London, Rome, Berlin and the other capitals of Europe and the world. Power devolved back to the states that governed nations. Or, to be more precise, the twin crises revealed that power had never left there.

Between the events in Georgia and the financial crisis, what we saw was the breakdown of multinational entities. This was particularly marked in Europe, in large part because the Europeans were the most invested in multilateralism and because they were in the crosshairs of both crises. The Russian resurgence affected them the most, and the fallout of the U.S. financial crisis hit them the hardest. They had to improvise the most, being multilateral but imperfectly developed, to say the least. In a sense, the Europeans were the laboratory of multilateralism and its intersection with crisis.
But it was not a European problem in the end. What we saw was a global phenomenon in which individual nations struggled to cope with the effects of the financial crisis and of Russia. Since the fall of the Soviet Union, there has been a tendency to view the world in terms of global institutions, from the United Nations to the World Trade Organization. In the summer of 2008, none of these functioned. The only things that did function effectively were national institutions.
Since 2001, the assumption has been that subnational groups like al Qaeda would define the politico-military environment. In U.S. Defense Department jargon, the assumption was that peer-to-peer conflict was no longer an issue and that it was all about small terrorist groups. The summer of 2008 demonstrated that while terrorism by subnational groups is not insignificant by any means, the dynamics of nation-states have hardly become archaic.
The Importance of the State
Clearly, the world has pivoted toward the nation-state as the prime actor and away from transnational and subnational groups. The financial crisis could be solved by monetizing the net assets of societies to correct financial imbalances. The only institution that could do that was the state, which could use its sovereign power and credibility, based on its ability to tax the economy, to underwrite the financial system.
Around the world, states did just that. They did it in very national ways. Many European states did it primarily by guaranteeing interbank loans, thereby essentially nationalizing the heart of the financial system. If states guarantee loans, the risk declines to near zero. In that case, the rationing of money through market mechanisms collapses. The state must take over rationing. This massively increases the power of the state — and raises questions about how the Europeans back out of this position.
The Americans took a different approach, less focused on interbank guarantees than on reshaping the balance sheets of financial institutions by investing in them. It was a more indirect approach and less efficient in the short run, but the Americans were more interested than the Europeans in trying to create mechanisms that would allow the state to back out of control of the financial system.
But what is most important is to see the manner in which state power surged in the summer and fall of 2008. The balance of power between business and the state, always dynamic, underwent a profound change, with the power of the state surging and the power of business contracting. Power was not in the hands of Lehman Brothers or Barclays. It was in the hands of Washington and London. At the same time, the power of the nation surged as the importance of multilateral organizations and subnational groups declined. The nation-state roared back to life after it had seemed to be drifting into irrelevance.
The year 1989 did not quite end the Cold War, but it created a world that bypassed it. The year 2001 did not end the post-Cold War world, but it overlaid it with an additional and overwhelming dynamic: that of the U.S.-jihadist war. The year 2008 did not end the U.S.-jihadist war, but it overlaid it with far more immediate and urgent issues. The financial crisis, of course, was one. The future of Russian power was another. We should point out that the importance of Russian power is this: As soon as Russia dominates the center of the Eurasian land mass, its force intrudes on Europe. Russia united with the rest of Europe is an overwhelming global force. Europe resisting Russia defines the global system. Russia fragmented opens the door for other geopolitical issues. Russia united and powerful usurps the global stage.

The year 2008 has therefore seen two things. First, and probably most important, it resurrected the nation-state and shifted the global balance between the state and business. Second, it redefined the global geopolitical system, opening the door to a resurgence of Russian power and revealing the underlying fragmentation of Europe and weaknesses of NATO.

The most important manifestation of this is Europe. In the face of Russian power, there is no united European position. In the face of the financial crisis, the Europeans coordinate, but they do not act as one. After the summer of 2008, it is no longer fair to talk about Europe as a single entity, about NATO as a fully functioning alliance, or about a world in which the nation-state is obsolete. The nation-state was the only institution that worked.

This is far more important than either of the immediate issues. The fate of Georgia is of minor consequence to the world. The financial crisis will pass into history, joining Brady bonds, the Resolution Trust Corp. and the bailout of New York City as a historical oddity. What will remain is a new international system in which the Russian question — followed by the German question — is once again at the center of things, and in which states act with confidence in shaping the economic and business environment for better or worse.

The world is a very different place from what it was in the spring of 2008. Or, to be more precise, it is a much more traditional place than many thought. It is a world of nations pursuing their own interests and collaborating where they choose. Those interests are economic, political and military, and they are part of a single fabric. The illusion of multilateralism was not put to rest — it will never die — but it was certainly put to bed. It is a world we can readily recognize from history.

Russia is attempting to reforge its Cold War-era influence in its near abroad. This is not simply an issue of nostalgia, but a perfectly logical and predictable reaction to the Russian environment. Russia lacks easily definable, easily defendable borders. There is no redoubt to which the Russians can withdraw, and the only security they know comes from establishing buffers — buffers which tend to be lost in times of crisis. The alternative is for Russia to simply trust other states to leave it alone. Considering Russia’s history of occupations, from the Mongol horde to Napoleonic France to Hitler’s Germany, it is not difficult to surmise why the Russians tend to choose a more activist set of policies.

As such, the country tends to expand and contract like a beating heart — gobbling up nearby territories in times of strength, and then contracting and losing those territories in times of weakness. Rather than what Westerners think of as a traditional nation-state, Russia has always been a multiethnic empire, heavily stocked with non-Russian (and even non-Orthodox) minorities. Keeping those minorities from damaging central control requires a strong internal security and intelligence arm, and hence we get the Cheka, the KGB, and now the FSB.

Nature of the Budding Conflict

Combine a security policy thoroughly wedded to expansion with an internal stabilization policy that institutionalizes terror, and it is understandable why most of Russia’s neighbors do not like Moscow very much. A fair portion of Western history revolves around the formation and shifting of coalitions to manage Russian insecurities.

In the American case specifically, the issue is one of continental control. The United States is the only country in the world that effectively controls an entire continent. Mexico and Canada have been sufficiently intimidated so that they can operate independently only in a very limited sense. (Technically, Australia controls a continent, but with the some 85 percent of its territory unusable, it is more accurate in geopolitical terms to think of it as a small archipelago with some very long bridges.) This grants the United States not only a potentially massive internal market, but also the ability to project power without the fear of facing rearguard security threats. U.S. forces can be focused almost entirely on offensive operations, whereas potential competitors in Eurasia must constantly be on their guard about the neighbors.

The only thing that could threaten U.S. security would be the rise of a Eurasian continental hegemon. For the past 60 years, Russia (or the Soviet Union) has been the only entity that has had a chance of achieving that, largely due to its geographic reach. U.S. strategy for coping with this is simple: containment, or the creation of a network of allies to hedge in Russian political, economic and military expansion. NATO is the most obvious manifestation of this policy imperative, while the Sino-Soviet split is the most dramatic one.

Containment requires that United States counter Russian expansionism at every turn, crafting a new coalition wherever Russia attempts to break out of the strategic ring, and if necessary committing direct U.S. forces to the effort. The Korean and Vietnam wars — both traumatic periods in American history — were manifestations of this effort, as were the Berlin airlift and the backing of Islamist militants in Afghanistan (who incidentally went on to form al Qaeda).

The Georgian war in August was simply the first effort by a resurging Russia to pulse out, expand its security buffer and, ideally, in the Kremlin’s plans, break out of the post-Cold War noose that other powers have tied. The Americans (and others) will react as they did during the Cold War: by building coalitions to constrain Russian expansion. In Europe, the challenges will be to keep the Germans on board and to keep NATO cohesive. In the Caucasus, the United States will need to deftly manage its Turkish alliance and find a means of engaging Iran. In China and Japan, economic conflicts will undoubtedly take a backseat to security cooperation.

Russia and the United States will struggle in all of these areas, consisting as they do the Russian borderlands. Most of the locations will feel familiar, as Russia’s near abroad has been Russia’s near abroad for nearly 300 years. Those locations — the Baltics, Austria, Ukraine, Serbia, Turkey, Central Asia and Mongolia — that defined Russia’s conflicts in times gone by will surface again. Such is the tapestry of history: the major powers seeking advantage in the same places over and over again.

The New Old-Front

But not all of those fronts are in Eurasia. So long as U.S. power projection puts the Russians on the defensive, it is only a matter of time before something along the cordon cracks and the Russians are either fighting a land war or facing a local insurrection. Russia must keep U.S. efforts dispersed and captured by events as far away from the Russian periphery as possible — preferably where Russian strengths can exploit American weakness.

So where is that?

Geography dictates that U.S. strength involves coalition building based on mutual interest and long-range force projection, and internal U.S. harmony is such that America’s intelligence and security agencies have no need to shine. Unlike Russia, the United States does not have large, unruly, resentful, conquered populations to keep in line. In contrast, recall that the multiethnic nature of the Russian state requires a powerful security and intelligence apparatus. No place better reflects Russia’s intelligence strengths and America’s intelligence weakness than Latin America.

The United States faces no traditional security threats in its backyard. South America is in essence a hollow continent, populated only on the edges and thus lacking a deep enough hinterland to ever coalesce into a single hegemonic power. Central America and southern Mexico are similarly fractured, primarily due to rugged terrain. Northern Mexico (like Canada) is too economically dependent upon the United States to seriously consider anything more vibrant than ideological hostility toward Washington. Faced with this kind of local competition, the United States simply does not worry too much about the rest of the Western Hemisphere — except when someone comes to visit.

Stretching back to the time of the Monroe Doctrine, Washington’s Latin American policy has been very simple. The United States does not feel threatened by any local power, but it feels inordinately threatened by any Eastern Hemispheric power that could ally with a local entity. Latin American entities cannot greatly harm American interests themselves, but they can be used as fulcrums by hostile states further abroad to strike at the core of the United States’ power: its undisputed command of North America.

It is a fairly straightforward exercise to predict where Russian activity will reach its deepest. One only needs to revisit Cold War history. Future Russian efforts can be broken down into three broad categories: naval interdiction, drug facilitation and direct territorial challenge.

Naval Interdiction

Naval interdiction represents the longest sustained fear of American policymakers. Among the earliest U.S. foreign efforts after securing the mainland was asserting control over the various waterways used for approaching North America. Key in this American geopolitical imperative is the neutralization of Cuba. All the naval power-projection capabilities in the world mean very little if Cuba is both hostile and serving as a basing ground for an extra-hemispheric power.

The U.S. Gulf Coast is not only the heart of the country’s energy industry, but the body of water that allows the United States to function as a unified polity and economy. The Ohio, Missouri, and Mississippi river basins all drain to New Orleans and the Gulf of Mexico. The economic strength of these basins depends upon access to oceanic shipping. A hostile power in Cuba could fairly easily seal both the Straits of Florida and the Yucatan Channel, reducing the Gulf of Mexico to little more than a lake.

Building on the idea of naval interdiction, there is another key asset the Soviets targeted at which the Russians are sure to attempt a reprise: the Panama Canal. For both economic and military reasons, it is enormously convenient to not have to sail around the Americas, especially because U.S. economic and military power is based on maritime power and access. In the Cold War, the Soviets established friendly relations with Nicaragua and arranged for a favorable political evolution on the Caribbean island of Grenada. Like Cuba, these two locations are of dubious importance by themselves. But take them together — and add in a Soviet air base at each location as well as in Cuba — and there is a triangle of Soviet airpower that can threaten access to the Panama Canal.

Drug Facilitation

The next stage — drug facilitation — is somewhat trickier. South America is a wide and varying land with very little to offer Russian interests. Most of the states are commodity providers, much like the Soviet Union was and Russia is today, so they are seen as economic competitors. Politically, they are useful as anti-American bastions, so the Kremlin encourages such behavior whenever possible. But even if every country in South America were run by anti-American governments, it would not overly concern Washington; these states, alone or en masse, lack the ability to threaten American interests … in all ways but one.

The drug trade undermines American society from within, generating massive costs for social stability, law enforcement, the health system and trade. During the Cold War, the Soviets dabbled with narcotics producers and smugglers, from the Revolutionary Armed Forces of Colombia (FARC) to the highland coca farmers of Bolivia. It is not so much that the Soviets encouraged the drug trade directly, but that they encouraged any group they saw as ideologically useful.

Stratfor expects future Russian involvement in such activities to eclipse those of the past. After the Soviet fall, many FSB agents were forced to find new means to financially support themselves. (Remember it was not until 1999 that Vladimir Putin took over the Russian government and began treating Russian intelligence like a bona fide state asset again.) The Soviet fall led many FSB agents, who already possessed more than a passing familiarity with things such as smuggling and organized crime, directly into the heart of such activities. Most of those agents are — formally or not — back in the service of the Russian government, now with a decade of gritty experience on the less savory side of intelligence under their belts. And they now have a deeply personal financial interest in the outcome of future operations.

Drug groups do not need cash from the Russians, but they do need weaponry and a touch of training — needs which dovetail perfectly with the Russians’ strengths. Obviously, Russian state involvement in such areas will be far from overt; it just does not do to ship weapons to the FARC or to one side of the brewing Bolivian civil war with CNN watching. But this is a challenge the Russians are good at meeting. One of Russia’s current deputy prime ministers, Igor Sechin, was the USSR’s point man for weapons smuggling to much of Latin America and the Middle East. This really is old hat for them.

U.S. Stability

Finally, there is the issue of direct threats to U.S. stability, and this point rests solely on Mexico. With more than 100 million people, a growing economy and Atlantic and Pacific ports, Mexico is the only country in the Western Hemisphere that could theoretically (which is hardly to say inevitably) threaten U.S. dominance in North America. During the Cold War, Russian intelligence gave Mexico more than its share of jolts in efforts to cause chronic problems for the United States. In fact, the Mexico City KGB station was, and remains today, the biggest in the world. The Mexico City riots of 1968 were in part Soviet-inspired, and while ultimately unsuccessful at overthrowing the Mexican government, they remain a testament to the reach of Soviet intelligence. The security problems that would be created by the presence of a hostile state the size of Mexico on the southern U.S. border are as obvious as they would be dangerous.

As with involvement in drug activities, which incidentally are likely to overlap in Mexico, Stratfor expects Russia to be particularly active in destabilizing Mexico in the years ahead. But while an anti-American state is still a Russian goal, it is not their only option. The Mexican drug cartels have reached such strength that the Mexican government’s control over large portions of the country is an open question. Failure of the Mexican state is something that must be considered even before the Russians get involved. And simply doing with the Mexican cartels what the Soviets once did with anti-American militant groups the world over could suffice to tip the balance.

In many regards, Mexico as a failed state would be a worse result for Washington than a hostile united Mexico. A hostile Mexico could be intimidated, sanctioned or even invaded, effectively browbeaten into submission. But a failed Mexico would not restrict the drug trade at all. The border would be chaos, and the implications of that go well beyond drugs. One of the United States’ largest trading partners could well devolve into a seething anarchy that could not help but leak into the U.S. proper.

Whether Mexico becomes staunchly anti-American or devolves into the violent chaos of a failed state does not matter much to the Russians. Either one would threaten the United States with a staggering problem that no amount of resources could quickly or easily fix. And the Russians right now are shopping around for staggering problems with which to threaten the United States.

In terms of cost-benefit analysis, all of these options are no-brainers. Threatening naval interdiction simply requires a few jets. Encouraging the drug trade can be done with a few weapons shipments. Destabilizing a country just requires some creativity. However, countering such activities requires a massive outlay of intelligence and military assets — often into areas that are politically and militarily hostile, if not outright inaccessible. In many ways, this is containment in reverse.

Old Opportunities, New Twists

In Nicaragua, President Daniel Ortega has proven so enthusiastic in his nostalgia for Cold War alignments that Nicaragua has already recognized Abkhazia and South Ossetia, the two territories in the former Soviet state (and U.S. ally) of Georgia that Russia went to war to protect. That makes Nicaragua the only country in the world other than Russia to recognize the breakaway regions. Moscow is quite obviously pleased — and was undoubtedly working the system behind the scenes.

In Bolivia, President Evo Morales is attempting to rewrite the laws that govern his country’s wealth distribution in favor of his poor supporters in the indigenous highlands. Now, a belt of conflict separates those highlands, which are roughly centered at the pro-Morales city of Cochabamba, from the wealthier, more Europeanized lowlands. A civil war is brewing — a conflict that is just screaming for outside interference, as similar fights did during the Cold War. It is likely only a matter of time before the headlines become splattered with pictures of Kalashnikov-wielding Cochabambinos decrying American imperialism.

Yet while the winds of history are blowing in the same old channels, there certainly are variations on the theme. The Mexican cartels, for one, were radically weaker beasts the last time around, and their current strength and disruptive capabilities present the Russians with new options.

So does Venezuelan President Hugo Chavez, a man so anti-American he seems to be even a few steps ahead of Kremlin propagandists. In recent days, Chavez has already hosted long-range Russian strategic bombers and evicted the U.S. ambassador. A glance at a map indicates that Venezuela is a far superior basing point than Grenada for threatening the Panama Canal. Additionally, Chavez’s Venezuela has already indicated both its willingness to get militarily involved in the Bolivian conflict and its willingness to act as a weapons smuggler via links to the FARC — and that without any heretofore detected Russian involvement. The opportunities for smuggling networks — both old and new — using Venezuela as a base are robust.

Not all changes since the Cold War are good for Russia, however. Cuba is not as blindly pro-Russian as it once was. While Russian hurricane aid to Cuba is a bid to reopen old doors, the Cubans are noticeably hesitant. Between the ailing of Fidel Castro and the presence of the world’s largest market within spitting distance, the emerging Cuban regime is not going to reflexively side with the Russians for peanuts. In Soviet times, Cuba traded massive Soviet subsidies in exchange for its allegiance. A few planeloads of hurricane aid simply won’t pay the bills in Havana, and it is still unclear how much money the Russians are willing to come up with.

There is also the question of Brazil. Long gone is the dysfunctional state; Brazil is now an emerging industrial powerhouse with an energy company, Petroleo Brasileiro, of skill levels that outshine anything the Russians have yet conquered in that sphere. While Brazilian rhetoric has always claimed that Brazil was just about to come of age, it now happens to be true. A rising Brazil is feeling its strength and tentatively pushing its influence into the border states of Uruguay, Paraguay and Bolivia, as well as into regional rivals Venezuela and Argentina. Russian intervention tends to appeal to those who do not feel they have meaningful control over their own neighborhoods. Brazil no longer fits into that category, and it will not appreciate Russia’s mucking around in its neighborhood.

A few weeks ago, Stratfor published a piece called “The New Era” detailing how U.S. involvement in the Iraq war was winding to a close. We received many comments from readers applauding our optimism. We are afraid that we were misinterpreted. “New” does not mean “bright” or “better,” but simply different. And the dawning struggle in Latin America is an example of the sort of “different” that the United States can look forward to in the years ahead. Buckle up.

Riot police in the Georgian capital Tbilisi beat demonstrators and shot fleeing protestors with rubber bullets while trying to disperse anti-government demonstrations, Human Rights Watch said today. Riot police later raided the private television station, Imedi TV and forced it and the Kavkasia television station to stop broadcasting. The Georgian government then declared a state of emergency and banned news broadcasts for 15 days, except by the state-funded Georgian Public Television. "Even in a time of crisis, Georgians have a right to protest peacefully without being beaten by the police," said Holly Cartner, Europe and Central Asia director at Human Rights Watch. " Firing rubber bullets at peaceful demonstrators is a complete abuse of the use of force. The government does not have a carte blanche to restrict fundamental freedoms just because it is in crisis."
The police also appear to have deliberately targeted journalists and independent observers. Two cameramen from Imedi TV were hospitalized, one with severe injuries, because of a beating by the police. Georgia's ombudsman, Sozar Subari, was also beaten. Riot police attacked him with rubber truncheons as he was documenting the police actions. Subari said in a public statement that he believes he was deliberately targeted because as ombudsman he regularly criticizes the Georgian government for human rights abuses.
Two television stations, Imedi TV and Kavkasia, which were broadcasting extensive coverage of the demonstrations and the police response, were taken off air around 9 p.m. Imedi TV ceased broadcasting shortly after its anchor announced on live television that the riot police had entered the station. Imedi radio station also stopped broadcasting and Imedi's website became inaccessible. A few minutes later, Kavkasia, which broadcasts only in the capital Tbilisi, also went off the air. Imedi TV was founded and co-owned by Badri Patarkatsishvili (NOW MYSTERIOUSLY DEAD AT YOUNG AGE), a wealthy financier and critic of the government who openly financed the opposition in Georgia. "Beating journalists or shutting down television stations for reporting on the events can't be justified by subsequently declaring a state of emergency," said H*uman Rights Watch.* The exact number of injured is unknown, but the Health Ministry of Georgia reported that 508 people had sought emergency assistance and some 118 of them remained hospitalized.
History of "Democratically elected" friend of McCain and other neo-cons in U.S. government: On Feb 3, 2003 Georgia's Prime Minister, Zurab Zhvaniya, was found dead early Thursday and apparently killed by carbon monoxide. One lawmaker, Amiran Shalamberidze, suggested that Zurab Zhvaniya might have been murdered. Although Saakashvili and Zhvaniya had worked closely together in the well-orchestrated "Rose" revolution and in government, they were widely regarded as potential rivals. Zhvaniya was regarded as a moderating influence in disputes with Russia and on the impulsive Georgian president. Former Georgian President Shevardnadze, who helped to end the Cold War between the East and the West as former Foreign Minister of USSR, is another victim of the violent actions by McCain and Condoleezza Rice's good friend and so-called "Democratically elected" Saakashvili.
We should remember that Dictator Saddam Hussein, who died from the tortured execution, received far more votes in his last election than the brutal Georgian ruler Saakashvili.

Over the past several months we have written quite a bit about the Russian resurgence. This discussion predates Russia’s military action in Georgia. Indeed, we have discussed the revival of Russian power since at least 2005, the implications of the FSB’s return since April and the potential return of the Cold War since March.

After the Aug. 7 confrontation between Georgia and Russia and the Sept. 10 deployment of Russian strategic bombers in Venezuela, there is little doubt that Russia is reasserting itself and that we are entering a period of heightened geopolitical tension between Russia and the United States. This period of tension is, as forecast, beginning to resemble the Cold War — though as we have noted in previous analyses, the new version will be distinctly different.

It is very important to remember that while the hallmark of the Cold War was espionage, the efforts of the intelligence agencies engaged in the Cold War were far broader. Intelligence agencies like the CIA and KGB also took part in vast propaganda campaigns, sponsored coups and widely used proxies to cause problems for their opponent. Sometimes the proxies were used directly against the opponent, as with Soviet support for the North Koreans and North Vietnamese against the United States, or U.S. support of Islamist rebels in Afghanistan. In other cases, the proxies were used indirectly to cause problems for the opposing country and its allies in a broader attempt to expand or defend one side’s geographic and ideological sphere of influence. Because of this, we saw the KGB supporting Marxist insurgents from Mexico to Manila and the United States supporting anti-communist militants in places such as Nicaragua and Angola.

This history means it is highly likely that as the present period of U.S.-Russian tensions progresses, the conflict will manifest itself not only through increased espionage activity, but also in the increased use of militant proxies.

We’ve seen a steady uptick in covert intelligence activity since former KGB officer Vladimir Putin took the helm in Russia and turned Moscow’s focus back to Cold War tactics. Over the past few years we’ve witnessed, among other things, the poisoning of Ukrainian President Viktor Yushchenko and of former KGB officer and Kremlin critic Alexander Litvinenko in London.

With a former KGB man in charge, it is no surprise that the Russians would fall back into old habits, including the use of militant proxies. In fact, the former KGB officers who carried out the technical side of setting up relationships, establishing arms trading, etc. with these militant proxies during the Cold War now occupy critical positions in the Kremlin. Russian Deputy Prime Minister Igor Sechin — who has been very active in his diplomatic trips recently — used to be the KGB’s primary covert arms conduit to Latin America, Africa and the Middle East.

Because of these factors, much can be learned about what types of activities the Russians might engage in by reviewing Soviet activities during the Cold War.

Soviet Use of Militant Proxies

During the Cold War, the Soviets, like the Americans, were very busy trying to export their ideology to the rest of the world. A basic tenet of Marxist thought is that class transcends national boundaries and that the proletariat everywhere needs to be freed from the tyranny of the capitalist class. Marxist thought also holds that politics and economics are evolutionary, and that the natural evolution of societies leads to the replacement of exploitative capitalist systems with superior communist systems. Essentially, this view sees capitalism as inherently flawed and destined to destroy itself, only to be replaced by a more just and fair society. This evolutionary process can, however, be helped along by revolutionary action. Such a belief system meant that communists in places like the Soviet Union were ideologically motivated to support communist movements in other parts of the world out of communist solidarity.

This expansionist concept was captured by the anthem of the communist and socialist world, “L’Internationale.” It was widely put into action through institutions such as the Communist International, or Comintern, which was founded in 1919 and committed to using “all available means, including armed force, for the overthrow of the international bourgeoisie and for the creation of an international Soviet republic as a transition stage to the complete abolition of the State.”

From a nonphilosophical perspective, there also was much to be gained geopolitically in practical terms during the Cold War by expanding the Soviet sphere of influence and working to diminish that of the United States. Indeed, a number of geopolitical imperatives drove the conflict between Russia and the United States, and these imperatives transcended ideology. Ideology was merely an accelerant feeding the flames of a conflict spawned by geopolitics. Many key leaders on both sides of the Cold War were driven more by realpolitik than by ideology.

Operating in this atmosphere, the KGB was very busy. Inside the United States, they sought to recruit agents to provide intelligence and act as agents of influence. They also sought to encourage or fund many domestic U.S. groups that could cause problems for Washington. These groups ranged from Marxist Puerto Rican separatist groups, such as the Fuerzas Armadas de Liberación Nacional and Los Macheteros, to anti-Vietnam War groups, which were responsible for much civil unrest and later spawned militant factions like the Weathermen. Files released after the fall of the Soviet Union showed that most U.S. scholars underestimated the breadth and depth of KGB efforts inside the United States.

But the extent of Soviet efforts should not have been a surprise. The KGB had a distinct advantage in this realm over the United States because of the long and very active history of Soviet intelligence agencies such as the Cheka. At a time when the U.S. government was shutting down espionage efforts because “gentlemen don’t read other gentlemen’s mail,” the Soviets’ NKVD was involved in all forms of skullduggery.

Outside the United States, the KGB was also quite busy working against U.S. interests. In addition to supporting Marxist insurgencies and sponsoring coups, the Soviets directly intervened in places like Afghanistan and Hungary to sustain communist allies who had come to power. The KGB and its very active allies, like the East German Stasi, the Cuban DGI and the Bulgarian Committee for State Security, were also very busy creating and training terrorist groups.


In a process that somewhat resembles the recruiting process used by jihadist groups, the KGB and its sister services identified likely recruits, indoctrinated them and then sent them to training camps where they received advanced training in terrorist tradecraft, including surveillance, use of small arms, bombmaking and document forgery. Some of this training occurred on military bases in East Germany or Cuba, but Marxist groups established training camps in other places, such as South Yemen, Lebanon’s Bekaa Valley, Iraq, Syria and Libya, where prospective recruits were taught guerrilla warfare and urban terrorism.

In the spirit of “L’Internationale,” it was not uncommon to find Japanese Red Army members living and training at a Popular Front for the Liberation of Palestine camp in Lebanon, or for Irish Republican Army members to teach German Red Army Faction or Italian Red Brigade members how to make improvised explosive mixtures and improvised ordnance at camps in Libya or South Yemen. Of course, while most of these groups went through ideological indoctrination, not all of them bought into it. Some of them merely tolerated the ideology as the price for access to Soviet cash, training and weapons.

Trainers from the Soviet Union, Cuba, East Germany and other countries also would visit insurgent training camps in South and Central America, Africa and Asia in their efforts to spread the armed revolution. The Cubans were very active in Latin America and the Caribbean and fairly active in Africa. They also were part of a large international arms-trafficking circle in which Soviet money was sent to Cuba, Cuban sugar was sent to Vietnam, and arms from Vietnam were sent to Latin American Marxist groups. This arms trade was not just hypothetical: In many attacks on U.S. interests or allies in South and Central America from the 1970s to the 1990s, traces conducted on U.S.-manufactured ordnance such as LAW rockets and hand grenades conclusively tied the ordnance used in the attacks to lots that were either abandoned by the United States in Vietnam, or provided to the South Vietnamese and later captured by the North Vietnamese Army.

Today’s Environment

Fast-forward to 2008. Russia is no longer a Soviet republic in league with a number of other communist republics. Today, Russia is technically a constitutional democracy with a semicapitalist economic system; it is no longer a model communist society or the shining light of Marxist achievement. In spite of these ideological changes, the same geopolitical imperatives that drove the Soviet Union and the United States to the Cold War are still quite real, and they are pushing these powers toward conflict. And in this conflict, the Russians will reach for the same tools they wielded so deftly during the Cold War.

In the new conflict, Russia can be expected to reach out to some of its old radical contacts across the world. Many of these contacts, like Ahmed Jabril and Sabri al-Bana (aka Abu Nidal), are now dead, and many other radicals from the 1970s and 1980s, such as Carlos the Jackal and the core members of groups ranging from the Japanese Red Army to the Greek group November 17, have been caught and imprisoned. Additionally, most of the KGB’s old contacts who remain alive and out of prison are getting on in years. This means any current Russian efforts will not focus on convincing geriatric former militants to pick up their arms once more, but instead will focus on using them to reach younger militants cut from the same cloth — militants who likely remain under the radar of Western intelligence.

The Soviet collapse and the end of its patronage system hit Marxist insurgent and militant groups very hard. Many of these groups were forced to search for alternative forms of funding and became engaged in kidnapping, narcotics trafficking and extortion. Other groups simply folded under the strain. While many of these groups were left high and dry by the demise of the Soviet Union, and while the Russians are no longer the ideological vanguard of the international Marxist movement, many remaining Marxist groups —such as the Revolutionary Armed Forces of Colombia (FARC) and the New People’s Army (NPA) in the Philippines — would certainly welcome funding, training and weapons.

In Latin America, this undoubtedly will be coordinated with the Nicaraguans and Venezuelans, who along with Bolivia appear to be replacing Cuba as Russia’s footholds in the region. In addition to reactivating contacts with the FARC and remnants of other Marxist groups in South America, we anticipate that the Russians will also step up activities with Marxist groups in Mexico. Elsewhere in North America, they could resume their support of the radical left in the United States and with radical elements of the Quebecois separatist movement in Canada.

In Eurasia and the Middle East, the places that really strike us as sites where the Russians will try to become active again are Lebanon (as we’ve discussed elsewhere) and Turkey. During the Cold War, the KGB was very involved in Turkey and supported a number of radical left-wing groups, from the rural Kurdistan Workers’ Party to the urban Dev Sol. Turkey’s left-wing community remains very active and is ripe for Russian exploitation.

We also believe the Russians can be expected to reconnect with radical left-wing groups and individuals in places like Italy and Greece, which still maintain very active such groups. Given the U.S. involvement in counterinsurgency operations in the Philippines, the Russians could also renew contact with the NPA there.

In Russia today, Prime Minister Vladimir Putin stands as a model for strong authoritarian leadership emphasizing a healthy dose of nationalism and pride in one’s own nation. As such, he could appeal to a whole variety of Bolivarian movements, like those in Venezuela, Bolivia and Ecuador. Furthermore, the Russians will certainly attempt to appeal to Slavic nationalism through pan-Slavic ideology, particularly in places like Bulgaria and Serbia, where there are well-organized ultranationalist movements and even political parties.

Another consideration is that ideological change in Russia could mean Moscow will reach out to radical groups that the KGB traditionally did not deal with. While many KGB officers didn’t completely buy in to communist ideology, the Communist credo did serve as both a point of attraction and a limiting factor in terms of whom the Soviets dealt with. Since the Russian state is no longer bound by Soviet ideology — it is really all about power and profit these days — that constraint is gone. The Russians are now free to deal with a lot of people and do a lot of things they could not do in Soviet times.

For example, former Ku Klux Klan leader David Duke is very popular in Moscow and very well-connected there, as are a number of other American white nationalists. There are also close contacts between various neo-Nazi, skinhead and nationalist groups in Europe and their Russian counterparts. These contacts could be a very easy way for the Russians to make contact with and support radical elements of the far-right in places like the United States, Ukraine, the Baltic states and Germany.

There is also a distinct possibility that through their relationship with the FARC, the Russians could gain entree to open a dialogue with some of the more radical elements of the Latin American drug trafficking organizations, including the hyperviolent Mexican cartels. Even Central American drug trafficking groups like Los Kaibiles, who began life strongly anti-communist, might be willing to accept weapons and funding from “democratic” Russians. Considering that Los Kaibiles are now quite mercenary, they also just might be willing to undertake specific attacks if their price point is met. Many Russian organized criminal groups are closely linked to the Kremlin and are a tool Putin and company are already using. These groups could be used to act as an interface with organized criminal groups elsewhere.

In this new-old front, the Russian SVR’s activities will need to be studied carefully. Militant arms caches and ordnance used in attacks will need to be carefully reviewed for potential links to Russia, and potential militant training camps will need to be watched. Doing so will require quite a bit of adjustment for the U.S. intelligence community, which has spent so much effort over the past seven years focusing on the jihadist threat.

NAVAL IMPLICATIONS OF THE SOUTH OSSETIAN CRISIS

Last month’s confrontation between Russia and Georgia over South Ossetia had a maritime dimension that continues to expand. Russia deployed elements of its Black Sea fleet to Georgia’s coast during its military operations and subsequently sank several Georgian naval vessels in Poti. During the clash Russia dispatched 10 vessels from Sevastopol to the Georgian coast.

Following the conflict, the United States determined to send humanitarian relief to Georgia but found its efforts constrained by the 1936 Montreux Convention. Now Moscow, clearly irritated by Washington’s intrusion into what it regards as its southern maritime frontier, has announced that it is deploying significant naval forces next month to the Caribbean for joint naval exercises with Venezuela. Kremlin spokesman Andrei Nesterenko told reporters, "Before the end of the year, as part of a long-distance expedition, we plan a visit to Venezuela by a Russian navy flotilla” (Izvestia, September 8).

The Caribbean deployment is not insignificant, as it includes the guided missile cruiser Peter Velikii, the largest surface vessel constructed by the Russian Federation since the collapse of the USSR, along with the anti-submarine ship Admiral Chabanenko (El Universal, September 8). Venezuelan Rear Admiral Salbatore Cammarata Bastidas said, "This is of great importance because it is the first time it is being done [in the Americas]." For Caracas, next month’s deployment is a timely riposte to the American administration’s announcement earlier this year that it was reactivating its Fourth Fleet, last deployed in southern hemisphere waters during World War Two.

In the aftermath of the South Ossetian confrontation, when the U.S. decided to dispatch humanitarian aid by sea to Georgia, it found its initial efforts constrained by the 1936 Montreux Convention, whose 29 articles limit the number of foreign warships that non-Black Sea powers can send through the Turkish Straits to no more than nine vessels with a total of 45,000 aggregate tons. Moreover, they could remain there for no longer than three weeks. The United States had initially considered dispatching the hospital ships USNS Comfort and the USNS Mercy, both converted oil tankers, but as each displaced 69,360 tons, they fell outside the Montreux convention limits. While Washington chafed under the restrictions, there was little it could do.

Last month NATO dispatched four ships from its Standing NATO Maritime Group 1 to the Black Sea for an exercise scheduled last October. The flotilla included Spain's SPS Almirante Don Juan de Borbon, Germany's FGS Luebeck, Poland's ORP General Kazimierz Pulaski, and the USS Taylor. On August 22 the USS McFaul guided-missile destroyer loaded with humanitarian aid passed the Bosporus headed for Georgia with supplies such as blankets, hygiene kits and baby food, to be followed two days later by the USCGC Dallas cutter passing the Dardanelles. The USS Mount Whitney was also dispatched into the Black Sea with humanitarian aid, which it offloaded in Poti (Stars and Stripes, September 2).

Before the Montreux Convention was negotiated, both Turkey and Russia had suffered from foreign naval intervention through the Turkish Straits during and after World War One. The Gallipoli campaign was preceded by a joint Anglo-French maritime effort in March 1915 to force the Dardanelles, and the Royal Navy subsequently occupied Constantinople after the war and dispatched vessels into the Black Sea to assist anti-Bolshevik forces.

The Montreux Convention was intended to replace the 1923 Treaty of Lausanne, which had demilitarized the Bosporus and Dardanelles. Given their recent experience, both the Soviet Union and the Turkish Republic were interested in limiting foreign warships in the Black Sea; and for Ankara, the Montreux Convention was the first international agreement that fully acknowledged its sovereignty and position as successor to the “sick man of Europe,” the Ottoman Empire. Britain, Bulgaria, France, Greece, Japan, Turkey, the Soviet Union, and Yugoslavia ratified the Montreux Convention, which formally recognized Turkish sovereignty over the Turkish Straits. Given that Britain at the time was the predominant naval power in the Mediterranean, the United States was so uninterested in the diplomatic conference that produced the convention that it did not even send an observer to the negotiations.

The Russian media is now reporting that Washington is negotiating with Georgia and Turkey to establish a naval base at one of Georgia’s Black sea ports in Batumi or Poti, but Ankara is reportedly carefully assessing its position in order to avoid further political tension with Moscow (Gruziya Online, September 7). In a replay of a dispute earlier this year, Russia has temporarily blocked the shipment of Turkish produce into Russia, citing sanitary concerns; and the dispute, which has cost Turkey an estimated $500 million in lost trade, has triggered speculation in the Turkish media that Russia is trying to punish Turkey for allowing U.S. warships to transit the Bosporus (Hurriyet, September 8).

For those with a sense of history, a factor behind the 1962 Cuban missile crisis was Washington’s deployment of Atlas IRBMs in Italy and Turkey, which, in the wake of the confrontation, Washington quietly agreed to remove, as the development of ballistic missile submarines, the final component of Washington’s nuclear triad, obviated the need for forward basing of nuclear missiles off Russia’s southern shore. Forty years later, Turkey, sea power, and the Caribbean as subplots in rising U.S.-Russian tensions seem as interconnected as ever.
