2008 and the Return of the Nation-State

In 1989, the global system pivoted when the Soviet Union retreated from Eastern Europe and began the process of disintegration that culminated in its collapse. In 2001, the system pivoted again when al Qaeda attacked targets in the United States on Sept. 11, triggering a conflict that defined the international system until the summer of 2008. The pivot of 2008 turned on two dates, Aug. 7 and Oct. 11.
On Aug. 7, Georgian troops attacked the country’s breakaway region of South Ossetia. On Aug. 8, Russian troops responded by invading Georgia. The Western response was primarily rhetorical. On the weekend of Oct. 11, the G-7 met in Washington to plan a joint response to the global financial crisis. Rather than defining a joint plan, the decision — by default — was that each nation would act to save its own financial system with a series of broadly agreed upon guidelines.
The Aug. 7 and Oct. 11 events are connected only in their consequences. Each showed the weakness of international institutions and confirmed the primacy of the nation-state, or more precisely, the nation and the state. (A nation is a collection of people who share an ethnicity. A state is the entity that rules a piece of land. A nation-state — the foundation of the modern international order — is what is formed when the nation and state overlap.) Together, the two events posed challenges that overwhelmed the global significance of the Iraqi and Afghan wars.
The Conflict in Georgia
In and of itself, Russia’s attack on Georgia was not globally significant. Georgia is a small country in the Caucasus, and its fate ultimately does not affect the world. But Georgia was aligned with the United States and with Europe, and it had been seen by some as a candidate for membership in NATO. Thus, what was important about the Russian attack was that it occurred at all, and that the West did not respond to it beyond rhetoric.
Part of the problem was that the countries that could have intervened on Georgia’s behalf lacked the ability to do so. The Americans were bogged down in the Islamic world, and the Europeans had let their military forces atrophy. But even if military force had been available, it is clear that NATO, as the military expression of the Western alliance, was incapable of any unified action. There was no unified understanding of NATO’s obligation and, more importantly, no collective understanding of what a unified strategy might be.
The tension was not only between the United States and Europe, but also among the European countries. This was particularly pronounced in the different view of the situation Germany took compared to that of the United States and many other countries. Very soon after the Russo-Georgian war had ended, the Germans made clear that they opposed the expansion of NATO to Georgia and Ukraine. A major reason for this is Germany’s heavy dependence on Russian natural gas, which means Berlin cannot afford to alienate Moscow. But there was a deeper reason: Germany had been in the front line of the first Cold War and had no desire to participate in a second.
The range of European responses to Russia was fascinating. The British were livid. The French were livid but wanted to mediate. The Germans were cautious, and Chancellor Angela Merkel traveled to St. Petersburg to hold a joint press conference with Russian President Dmitri Medvedev, aligning Germany with Russia — for all practical purposes — on the Georgian and Ukrainian issues.
The single most important effect of Russia’s attack on Georgia was that it showed clearly how deeply divided — and for that matter, how weak — NATO is in general and the Europeans are in particular. Had they been united, they would not have been able to do much. But they avoided that challenge by being utterly fragmented. NATO can only work when there is a consensus, and the war revealed how far from consensus NATO was. It can’t be said that NATO collapsed after Georgia. It is still there, and NATO officials hold meetings and press conferences. But the alliance is devoid of both common purpose and resources, except in very specific and limited areas. Some Europeans are working through NATO in Afghanistan, for example, but not most, and not in a decisive fashion.
The Russo-Georgian war raised profound questions about the future of the multinational military alliance. Each member consulted its own national interest and conducted its own foreign policy. At this point, splits between the Europeans and Americans are taken for granted, but the splits among the Europeans are profound. If it was no longer possible to say that NATO functioned, it was also unclear after Aug. 8 in what sense the Europeans existed, except as individual nation-states.

The Global Financial Crisis
What was demonstrated in politico-military terms in Georgia was then demonstrated in economic terms in the financial crisis. All of the multinational systems created after World War II failed during the crisis — or more precisely, the crisis went well beyond their briefs and resources. None of the systems could cope, and many broke down. On Oct. 11, it became clear that the G-7 could cooperate, but not through unified action. On Oct. 12, when the Europeans held their eurozone summit, it became clear that they would only act as individual nations.

As with the aftermath of the Georgian war, the most significant developments after Oct. 11 happened in Europe. The European Union is first and foremost an arrangement for managing Europe’s economy. Its bureaucracy in Brussels has increased its authority and effectiveness throughout the last decade. The problem with the European Union is that it was an institution designed to manage prosperity. When it confronted serious adversity, however, it froze, devolving power to the component states.

Consider the European Central Bank (ECB), an institution created for managing the euro. Its primary charge — and only real authority — is to work to limit inflation. But limiting inflation is a problem that needs to be addressed when economies are otherwise functioning well. The financial crisis is a case where the European system is malfunctioning. The ECB was not created to deal with that. It has managed, with the agreement of member governments, to expand its function beyond inflation control, but it ultimately lacks the staff or the mindset to do all the things that other central banks were doing. To be more precise, it is a central bank without a single finance ministry to work with. Unlike other central banks, whose authority coincides with the nations they serve, the ECB serves multiple nations with multiple interests and finance ministries. By its nature, its power is limited.

In the end, power did not reside with Europe, but rather with its individual countries. It wasn’t Brussels that was implementing decisions made in Strasbourg; the centers of power were in Paris, London, Rome, Berlin and the other capitals of Europe and the world. Power devolved back to the states that governed nations. Or, to be more precise, the twin crises revealed that power had never left there.

Between the events in Georgia and the financial crisis, what we saw was the breakdown of multinational entities. This was particularly marked in Europe, in large part because the Europeans were the most invested in multilateralism and because they were in the crosshairs of both crises. The Russian resurgence affected them the most, and the fallout of the U.S. financial crisis hit them the hardest. They had to improvise the most, being multilateral but imperfectly developed, to say the least. In a sense, the Europeans were the laboratory of multilateralism and its intersection with crisis.
But it was not a European problem in the end. What we saw was a global phenomenon in which individual nations struggled to cope with the effects of the financial crisis and of Russia. Since the fall of the Soviet Union, there has been a tendency to view the world in terms of global institutions, from the United Nations to the World Trade Organization. In the summer of 2008, none of these functioned. The only things that did function effectively were national institutions.
Since 2001, the assumption has been that subnational groups like al Qaeda would define the politico-military environment. In U.S. Defense Department jargon, the assumption was that peer-to-peer conflict was no longer an issue and that it was all about small terrorist groups. The summer of 2008 demonstrated that while terrorism by subnational groups is not insignificant by any means, the dynamics of nation-states have hardly become archaic.
The Importance of the State
Clearly, the world has pivoted toward the nation-state as the prime actor and away from transnational and subnational groups. The financial crisis could be solved by monetizing the net assets of societies to correct financial imbalances. The only institution that could do that was the state, which could use its sovereign power and credibility, based on its ability to tax the economy, to underwrite the financial system.
Around the world, states did just that. They did it in very national ways. Many European states did it primarily by guaranteeing interbank loans, thereby essentially nationalizing the heart of the financial system. If states guarantee loans, the risk declines to near zero. In that case, the rationing of money through market mechanisms collapses. The state must take over rationing. This massively increases the power of the state — and raises questions about how the Europeans back out of this position.
The Americans took a different approach, less focused on interbank guarantees than on reshaping the balance sheets of financial institutions by investing in them. It was a more indirect approach and less efficient in the short run, but the Americans were more interested than the Europeans in trying to create mechanisms that would allow the state to back out of control of the financial system.
But what is most important is to see the manner in which state power surged in the summer and fall of 2008. The balance of power between business and the state, always dynamic, underwent a profound change, with the power of the state surging and the power of business contracting. Power was not in the hands of Lehman Brothers or Barclays. It was in the hands of Washington and London. At the same time, the power of the nation surged as the importance of multilateral organizations and subnational groups declined. The nation-state roared back to life after it had seemed to be drifting into irrelevance.
The year 1989 did not quite end the Cold War, but it created a world that bypassed it. The year 2001 did not end the post-Cold War world, but it overlaid it with an additional and overwhelming dynamic: that of the U.S.-jihadist war. The year 2008 did not end the U.S.-jihadist war, but it overlaid it with far more immediate and urgent issues. The financial crisis, of course, was one. The future of Russian power was another. We should point out that the importance of Russian power is this: As soon as Russia dominates the center of the Eurasian land mass, its force intrudes on Europe. Russia united with the rest of Europe is an overwhelming global force. Europe resisting Russia defines the global system. Russia fragmented opens the door for other geopolitical issues. Russia united and powerful usurps the global stage.

The year 2008 has therefore seen two things. First, and probably most important, it resurrected the nation-state and shifted the global balance between the state and business. Second, it redefined the global geopolitical system, opening the door to a resurgence of Russian power and revealing the underlying fragmentation of Europe and weaknesses of NATO.

The most important manifestation of this is Europe. In the face of Russian power, there is no united European position. In the face of the financial crisis, the Europeans coordinate, but they do not act as one. After the summer of 2008, it is no longer fair to talk about Europe as a single entity, about NATO as a fully functioning alliance, or about a world in which the nation-state is obsolete. The nation-state was the only institution that worked.

This is far more important than either of the immediate issues. The fate of Georgia is of minor consequence to the world. The financial crisis will pass into history, joining Brady bonds, the Resolution Trust Corp. and the bailout of New York City as a historical oddity. What will remain is a new international system in which the Russian question — followed by the German question — is once again at the center of things, and in which states act with confidence in shaping the economic and business environment for better or worse.

The world is a very different place from what it was in the spring of 2008. Or, to be more precise, it is a much more traditional place than many thought. It is a world of nations pursuing their own interests and collaborating where they choose. Those interests are economic, political and military, and they are part of a single fabric. The illusion of multilateralism was not put to rest — it will never die — but it was certainly put to bed. It is a world we can readily recognize from history.

VOA Moscow Correspondent Peter Fedynsky has this report from Moscow. Opposition leaders also accuse the government of blocking roads around Tbilisi to prevent more people from joining the protest. Political tensions in Georgia escalated following accusations of corruption and anti-state activities against President Saakashvili by his former defense minister, Irakli Okruashvili, who was jailed in 2008.

Riot police in the Georgian capital Tbilisi beat demonstrators and shot fleeing protestors with rubber bullets while trying to disperse anti-government demonstrations, Human Rights Watch said today. Riot police later raided the private television station, Imedi TV and forced it and the Kavkasia television station to stop broadcasting. The Georgian government then declared a state of emergency and banned news broadcasts for 15 days, except by the state-funded Georgian Public Television. "Even in a time of crisis, Georgians have a right to protest peacefully without being beaten by the police," said Holly Cartner, Europe and Central Asia director at Human Rights Watch. " Firing rubber bullets at peaceful demonstrators is a complete abuse of the use of force. The government does not have a carte blanche to restrict fundamental freedoms just because it is in crisis."
The police also appear to have deliberately targeted journalists and independent observers. Two cameramen from Imedi TV were hospitalized, one with severe injuries, because of a beating by the police. Georgia's ombudsman, Sozar Subari, was also beaten. Riot police attacked him with rubber truncheons as he was documenting the police actions. Subari said in a public statement that he believes he was deliberately targeted because as ombudsman he regularly criticizes the Georgian government for human rights abuses.
Two television stations, Imedi TV and Kavkasia, which were broadcasting extensive coverage of the demonstrations and the police response, were taken off air around 9 p.m. Imedi TV ceased broadcasting shortly after its anchor announced on live television that the riot police had entered the station. Imedi radio station also stopped broadcasting and Imedi's website became inaccessible. A few minutes later, Kavkasia, which broadcasts only in the capital Tbilisi, also went off the air. Imedi TV was founded and co-owned by Badri Patarkatsishvili (NOW MYSTERIOUSLY DEAD AT YOUNG AGE), a wealthy financier and critic of the government who openly financed the opposition in Georgia. "Beating journalists or shutting down television stations for reporting on the events can't be justified by subsequently declaring a state of emergency," said H*uman Rights Watch.* The exact number of injured is unknown, but the Health Ministry of Georgia reported that 508 people had sought emergency assistance and some 118 of them remained hospitalized.
History of "Democratically elected" friend of McCain and other neo-cons in U.S. government: On Feb 3, 2003 Georgia's Prime Minister, Zurab Zhvaniya, was found dead early Thursday and apparently killed by carbon monoxide. One lawmaker, Amiran Shalamberidze, suggested that Zurab Zhvaniya might have been murdered. Although Saakashvili and Zhvaniya had worked closely together in the well-orchestrated "Rose" revolution and in government, they were widely regarded as potential rivals. Zhvaniya was regarded as a moderating influence in disputes with Russia and on the impulsive Georgian president. Former Georgian President Shevardnadze, who helped to end the Cold War between the East and the West as former Foreign Minister of USSR, is another victim of the violent actions by McCain and Condoleezza Rice's good friend and so-called "Democratically elected" Saakashvili.
We should remember that Dictator Saddam Hussein, who died from the tortured execution, received far more votes in his last election than the brutal Georgian ruler Saakashvili.

"We will not protest, we already protested last year and Saakashvili used chemical weapons on us."

Russian Troops Report US And Israeli Soldiers Killed In Georgian War

We have received our first report from Sister Nikolaevna who had traveled from Moscow to Vladikavkaz to assist in the aiding of the refuge children that have been pouring into Russia from South Ossetia after the brutal Georgian destruction of their homeland, and which details that 'many' foreign fighters have been killed after Russian Military units began their liberation of both South Ossetia and Abkhazia.

According to staff officers accompanying Colonel-General Anatoly Nogovitsyn returning from the battlefront, at least 7 foreign fighters identified as American and Israel soldiers have been found among the rubble of the now freed, but destroyed, capital city of South Ossetia, Tskhinvali.

The 3 dead American soldiers, these reports state, were identified by their uniform patches as belonging to the United States 173 Airborne Brigade <http://www.173abnbde.setaf.army.mil/> assigned to the US' Southern European Command <http://www.setaf.army.mil/> , and who just a few weeks ago were airlifted to Georgia for what was described as a 'war game <http://www.msnbc.msn.com/id/25684774/> ' exercise with Georgian Military Forces preparing for their unprovoked attack upon the Russian peoples of South Ossetia.

The 4 dead Israeli soldiers, these reports continue, are believed to part of the Israeli governments sponsored mercenary forces who have previously wreaked havoc in the US protected South American puppet state of Colombia, and to which Israel is now its <http://www.isn.ethz.ch/news/sw/details.cfm?id=18064> largest weapons supplier.

Israel has, likewise, become the United States choice for funneling weapons to Georgian Military Forces, but are attempting to quickly back away from their part in this most unnecessary war, and as we can read as reported by the Haaretz News Service:

One source noted that currently, neither side of the conflict is pleased with Israel's position, since Russia has been irked by Israeli-Georgian weapons deals for some time, and Tbilisi is now frustrated by Israel's decision to halt arms exports."

Russia's chairman of the State Duma Committee for Security, Vladimir Vasilyev, was quick to blast the Americans by stating, <http://english.pravda.ru/hotspots/conflicts/09-08-2008/106046-russia_georgia-0> "The things that were happening in Kosovo, the things that were happening in Iraq – we are now following the same path. The further the situation unfolds, the more the world will understand that Georgia would never be able to do all this without America. South Ossetian defense officials used to make statements about imminent aggression from Georgia, but the latter denied everything, whereas the US Department of State released no comments on the matter. In essence, they have prepared the force, which destroys everything in South Ossetia, attacks civilians and hospitals. They are responsible for this. The world community will learn about it."

Unfortunately, however, the peoples of the Western World, especially the United States, are not being told the truth about this war, and Georgia's unprovoked attack upon South Ossetia and, instead, are being told by their propaganda media organs that Russia is the aggressor in this conflict, though Russian forces have done nothing more than what any sovereign Nation would do when invaded by a foreign military who began mass killings of civilians.

Russian Leaders Putin and Medvedev are, also, reported <http://www.reuters.com/article/GCA-Georgia/idUKLB3465120080811> to be enraged by the United States providing an immediate airlift for Georgian Military Forces serving in Iraq, and which Military Analysts states make the United States an active participant in this war.<http://ap.google.com/article/ALeqM5i3OehGI9KkCKf8aXpxgzkF6ewA4AD92FH0TG0>

To the most unfortunate outcome of this new war for the American people is how, once again, they have been lied to by their War Leaders to support a brutal dictatorship, and as best pointed out by the AntiWar News Service:

recently, Saakashvili has been busy rounding up his political opponents and charging them with espionage, as his police beat demonstrators in the streets. When this happened, even our somnolent media sat up and took notice, but they seem to have forgotten.

Russia is not the Soviet Union, the Iron Curtain has long since been melted down for scrap metal, and, if anything, Saakashvili resembles the Hungarian satraps of the Kremlin rather than the heroic freedom- fighters, given his absolute fealty to his foreign masters in Washington, to whom he appeals for help in putting down an internal rebellion."

As today brings to our senses another senseless slaughter of innocent civilians, and young soldiers doing the bidding of their Nations masters, one can only wonder when the American people themselves will awaken to full horror of the atrocities being perpetrated in their name by those seeking to do nothing more than enrich themselves upon the blood of innocents.

Hemos recibido nuestro primer reporte de la Hermana Nikolaevna que ha viajado desde Moscú hasta Vladkivkaz para ayudar en la asistencia a los niños refugiados que han estado llegando por torrentes hacia Rusia provenientes de Osetia del Sur después de la brutal destrucción Georgiana de su patria, y que detalla que ‘muchos’ combatientes extranjeros han sido muertos por las unidades militares Rusas que iniciaron la liberación tanto de Osetia del Sur como de Abkhazia.

Según los oficiales del staff que acompaña al General Anatoly Nogovitsyn al regresar el frente de combate, por lo menos 7 combatientes extranjeros identificados como soldados Estadounidenses e Israelíes se han encontrado entre las ruinas de la ya libre pero destruida, ciudad capital de Osetia del Sur, Tshkinvali.

Desafortunadamente, no obstante, a los pueblos del mundo Occidental, especialmente el de los Estados Unidos, no se les dice la verdad sobre esta guerra, y el ataque no provocado de Georgia sobre Osetia del Sur, y en cambio, se les dice por sus medios de propaganda que Rusia es el agresor en este conflicto, aunque las fuerzas Rusas no han hecho nada que cualquier otra nación soberana haría cuando es invadida por un ejército extranjero que comienza con los asesinatos masivos de civiles.

Los líderes Rusos Putin y Medvedev (ambos en fotografía superior izquierda) están, se dice, indignados porque los Estados Unidos están proporcionando transporte aéreo inmediato a las fuerzas Georgianas en servicio en Irak, y los analistas militares indican que esto señala que los Estados Unidos tienen una participación activa en esta guerra.

El resultado más desafortunado de esta nueva guerra para el pueblo Estadounidense es como, una vez más, se les ha mentido por parte de sus líderes de guerra para apoyar una dictadura brutal y como lo bien señala el servicio Anti-War:

“Lo que es particularmente repugnante es el espectáculo del rufián relamido del fraudulento Saakashvili en todas las televisoras occidentales – para comenzar la BBC y la Bloomberg – invocando su gran amor por la ‘democracia’ y la ‘libertad’ y llamando a los Estados Unidos a intervenir en el nombre de los supuestamente compartidos ‘valores’. ¡Qué estupidez! Hasta hace muy poco, Saakahsvili ha estado ocupado arrinconando a sus oponentes políticos y acusándolos de espionaje mientras su policía golpeaba a manifestantes en las calles. Cuando esto sucedió hasta nuestros somnolientos medios lograron sentaron y se dieron cuenta, pero parece que ya se les olvidó”.

Saakashvili utiliza a los medios de comunicación Occidentales como plataforma para difundir su gran amor por la ‘libertad’ y reforzar su argumento contra los ‘agresores’ Rusos, comparando el presente conflicto con la invasión Soviética de Afganistán en los 1980’s y hasta la sangrienta represión de 1956 de los Húngaros! Esto no tiene sentido. Rusia no es la Unión Soviética, hace ya mucho tiempo que se derritió la Cortina de Hierro y, si acaso, Saakashvili se parece a lo sátrapas Húngaros del Kremlin más que a los heroicos combatientes por la libertad, dando su absoluta fidelidad a sus amos extranjeros en Washington, a quienes él les pide ayuda para sofocar una rebelión interna”.

Mientras hoy, otra matanza sin razón de civiles inocentes nos hace reaccionar, y los jóvenes soldados haciendo el trabajo de los amos de sus países, a uno sólo le queda preguntarse cuando es que el pueblo Estadounidense despertará al gran horror de las atrocidades que están siendo perpetradas en su nombre por aquellos que buscan nada más que enriquecerse ellos mismos por encima de la sangre de los inocentes.

Media war against Russia - Reuters manipulate war scene!

Már megint a tiszteletre méltó Reuters a ludas. Mint 91-93-ban a horvátok és a bosnyákok elleni szerb agresszió idején. Nagyhatalmi koncepció és megrendelés van, ők pedig szállítják a képeket. Fene erős egy gyomra van ezeknek a "kollégáknak"!
Reuters is playing dirty games again. Just like during the serbian agression against Croatia and Bosnia in 1991-93

Ezen a képen láthatunk egy nyilvánvaló halott személyt -a fekvő alak kockás ingben. A másik testet egészségügyi személyzet vonszolja, mintha halott volna ez is, de világosan észrevehető, hogy valakinek a keze kapaszkodik a nővér karjába. Végül, minden teljesen hibátlan és szép volna, ha nem állna ott az a feketébe öltözött fickó aki mintha megrökönyödve, nézi a jelenetet.
For instance on this picture you can see one obviously dead body of a person in a checkered shirt. The other body is carried by medics, carried as if it was a dead body, but you can notice that the hand of a person is holding a woman medic's sleeve. Well so far everything looks pretty real, except maybe for one guy in black who doesn't look anyhow concerned.

Most, ezen a képen, síró férfit láthatunk, egy testtel a karjai között. De, nézzék meg jó közelről: ugyanaz a kockás ing, ugyanaz a nadrág és cipő, ugyanaz a személy. Csak nem odébb cipeltek a "holttestet", hogy jobban komponálható legyen a kép? Így a holttest -amennyiben az- csak még egy eleme a Reuters-shownak. És, ha még egyszer, és jó közelről -kinagyítva- megnézi a képet a kedves blog látogató, láthatja egyértelműen, hogy a síró alak nem más mint korábbi ismerősünk az első képről...
Now on this picture we see a crying man and a body in his hands. But look closely! This is the same checkered shirt, same trousers and shoes, the same person. So does it mean that the crying man took the body brought it some place else? Hardly so, this is just one of the participants of the show. And again if you look close enough you can notice that the guy crying is the person in black from the previous picture.

From Ossetia: Appeal to the Governments and peoples of the world!

Please, help us stop genocide of the small people of the South Ossetia!
The small country, which has been constantly destroying for 19 years by Georgian fascists.
And the world community conceal all the atrocities of Georgia for the sake of geopolitical interest of the USA.
Conflict resolution is completely in international law.
However, the Georgian side skillfully uses methods of historical falsifications, political insinuations. Georgia enjoys the patronage of a criminal government of the USA, and presents events in the world misrepresented.

At the moment the most part of South Ossetia is erased by the Georgian aggressors. There continue to die elderly, women, children.
The death toll is unknown, because of the Georgian side fired them all who tried to help the wounded. Children are among them.

Not comparable with anything Georgian cruelty let know even in 91-92 years.
When Georgians at point-blank range shot civilians of South Ossetia, as the example of the bus which was driving with people on bypass road, Zar. No one will forget it!
Georgian fascists made all people go out, from the bus and fired them. They also fired point-blank women and children and kids . They fired even the little three-year-old boy, who hid away under the body of his mother.

What else can we say of Georgia?
They buried people alive, burnt them and tortured them in different methods. After all that the world community is silent and Georgians continue to kill. Saakashvili doesn feel sorry for anybody, even for his Georgians.
For him, the notion of "people" and "meat" is not much different and probably, he prefers more the second.

There is only one way for peace - it is declaration of the independence by the world community.
We call on all decent people of the world not to remain indifferent to the fate of the Ossetian people.

As of 19:00 GMT the frontpage of the Ministry of Foreign Affairs of Georgia website have been replaced by black and white images portraying the Georgian Prime Minister Mikheil Saakashvili in various poses alongside similar poses of Adolf Hitler and other Nazi figures.
